AN UPDATE ON OUR VISION
For over 60 years, the Ryde Eastwood Leagues Club has been a vital community hub, fostering connections, driving economic growth, and serving as the area’s main entertainment venue.
The nature of clubs is evolving, and we are embracing this change. In line with our vision: A place at the heart of the community for all to enjoy, we want to enhance and expand our role in the community.
Since hearing from our members earlier this year, we have progressed our plans and are proposing to:Deliver new and upgraded Club facilities including a new gym and pool, food and beverage offerings and events and entertainment spaces

- Provide the local community with more jobs and homes in a convenient location
- Support essential workers that keep Ryde running but are priced out of living here. This could include child and aged care workers, teachers, nurses, and first responders.
- Provide medical facilities that support community needs in the area and the future Ryde Hospital.
- Provide childcare
- Supply hotel accommodation, close to public transport, the future Ryde hospital and other local services
- Create a lively day and night pedestrian and café precinct
- Connect to Anzac Park.
CREATING A COMMUNITY DESTINATION
As we grow, we're equally committed to enhancing the quality of life for our nearest neighbours, members and visitors. We want to seize the opportunity to create a thriving community destination for West Ryde.
Capitalising on our location, our plans include publicly accessible ground floor indoor and outdoor retail and food and beverage offerings for all to enjoy.
Connections to Anzac Park
We know connecting our vibrant precinct to nearby Anzac Park will generate significant benefit for the community. Our ground floor publicly accessible food and beverage facilities, offer a place for the community to gather, connect and enjoy when visiting Anzac Park.
Reducing Rental stress
Our plans seek to help reduce rental stress through Club owned rental apartments across 9 storeys. Some of these will provide homes will specifically cater to our local frontline workers.
Hotel accommodation
We also want to provide short-term accommodation in the form of a hotel over 6 storeys to support friends and family members who visit the area. We also know that accommodation would also support major events hosted at the Club, wider community events, Ryde Hospital staff, visitors and patients.
Jobs for locals
Our expansion will generate employment for our local community. We anticipate we can increase employment across the expanded club, hotel, childcare, wellness and retail facilities we will be providing.
Providing new childcare facilities
Our market demand studies have found that there is a need for an additional 129 childcare spaces in the surrounding area. We recognise the opportunity to support this demand by including space for a childcare facility and simultaneously provide a place for families to dine and shop before or after collecting their children.
Retaining Club operations
From speaking with our members, we know our Club is an important destination for entertainment, social connection. As we plan for the future of our site, and construction occurs over stages, we will remain operational and do our best to reduce construction impacts.
EXPANDING OUR COMMUNITY ROLE
The nature of clubs is evolving. To remain viable and continue community support, the Club is embracing this change and expanding our role within the community.
- Providing more affordable homes for a growing community: Our plans includes space for around 100 residential apartments. This support Council’s housing target of providing 17,000 new homes located close to jobs and services
- Supporting essential workers in the area: Our Master Plan supports Council’s 2016 Affordable Housing Policy by supporting essential workers that keep Ryde running but are priced out of living here. This could include child and aged care workers, teachers, nurses, and first responders
- Fostering community health and wellbeing: Our Master Plan seeks to deliver short-term accommodation to support visitors and local tourists, and support friends and family of in-patients at Ryde Hospital
OUR PLANNING PROPOSAL
To achieve this, we are preparing a Planning Proposal to Council to amend the Ryde Local Environmental Plan 2014 to change the Building Height and Floor Space Ratio planning controls for the existing club site (Site 1) and two other sites on adjacent blocks.
The planning proposal will be seeking the following height for the three sites:
- Site 1 (Club site) up to twelve storeys on the northern end of the site, and nine storeys at the southern
- Site 2 (3-7 Terry Road, owned by the Club) up to six storeys
- Site 3 (77-99 Ryedale Road, owned by the club and two other landowners up to nine storeys)
Although our Concept Design is for the Club site only, we are collaborating with Council and two other landowners to explore how this Planning Proposal can support the growth goals of the precinct and fulfil the aims of Council’s plan for the precinct.
Why a Planning Proposal?
We are seeking the club site to allow up to twelve storeys on the northern end of the site, where the rental apartments will be located and up to nine stories at the southern for the hotel.
Why the height?
Our economic modelling shows the cost of construction and other factors means that the proposal to provide three storeys of upgraded Club facilities will not be economically feasible with less than nine storeys of apartments and six storeys of hotel accommodation on the main club site.
Along with economic feasibility of the other sites, the six storeys proposed for Site 2 (3-7 Terry Road, owned by the Club), and nine storeys for Site 3 has also been determined by looking at how to visually ‘step down’ from the Club site, while also securing an economic return.
As with the main club site, these heights are the minimum that will provide the Club with a return on investment.
PLANNING PATHWAY
Step 1: The Club is seeking approval from the City of Ryde (Council) to Ryde Local Environmental Plan 2014 to change the Height of Buildings and Floor Space Ratio planning controls for three sites. If supported, the Planning Proposal will be referred to the Department of Planning, Housing and Infrastructure (the Department) for further assessment.
Step 2: From here, the Department will assess the strategic and site-specific merit of the Planning Proposal and determine whether further consultation with government authorities and agencies is required. This process is known as “Gateway Determination”.
Step 3: Following this, the planning proposal will be put on Public Exhibition by Council where the community can view the proposal and make formal submissions.
Step 4: Should Council approve the Planning Proposal, any future development would be subject to future development applications each requiring further technical studies.

We will soon host a series of focus groups with our members and the wider community. This will help us gain a deeper understanding of our community’s priorities. If you are interested in participating, please register via the survey. Participants will be randomly selected and notified in the coming weeks. Light refreshments will be provided. Participants will also go into the draw to win a $200 voucher and receive a $5 voucher for their time.

In the coming weeks, we will have swing by sessions in Club where you can speak to the project team and learn more about our plans and the next steps in the process. We will circulate details of these via our electronic mailing list.
